தமிழக அரசு ஊழியர் மற்றும் ஆசிரியர்களுக்கு 6% அகவிலைப்படி ஜுலை'15 முதல் உயர்த்தி வழங்குவதற்கான அறிவிப்பு இன்று வெளியாக வாய்ப்புள்ளதாக தகவல்கள் வெளியாகியுள்ளது. இதுசார்பான கோப்பில் இன்று காலை மாண்புமிகு தமிழக முதல்வர் கையெழுத்திட்டுள்ளதாக தகவல்கள் வெளியாகியுள்ளது.
விரைவில் இதற்கான அறிவிப்பு வெளியாகும் என எதிர்ப்பார்க்கப்படுகிறது.

Subject:- Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 01.01.2015 - Fake Order/Instructions - Clarification regarding.

It has come to the notice of the Department of Expenditure, Ministry of Finance that Office Memorandum bearing F. No. 1/2/2015-E.II(B) dated 3oth March, 2015 under the signature of Shri A. Bhattacharya, Under Secretary, Department of Expenditure, regarding Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 01.01.2015, is being circulated amongst Government Departments/Offices.

2. It is clarified that the OM. dated 30.03.2015, purportedly issued by the Ministry of Finance, is a fake and that no such instructions have been issued by the Department of Expenditure, Ministry of Finance. Accordingly, all Ministries/Departments and Central Government offices are hereby advised not to take cognisance of these fake instructions being circulated in Government offices.

AI CPI-IW for November release. Remains at 253 since Aug. DA from Jan to be 113%

The All-India CPI-IW (AI CPI-IW) for the month of November has been released by the Labour Bureau, Government of India. The index remained unchanged for the fourth consecutive month since August and remains at 253. The relaxing inflation and fuel prices contributed to the index value remaining static. With 11 of 12 indices required to calculate the dearness allowance from January 2015 available, Dearness Allowance from January'15 will be 113% by all likelihood, a DA hike of 6%.

Expected Dearness Allowance from January 2015

As all of us expected, 7% DA hike has been approved by Cabinet on 4th September 2014. Necessary order for payment of DA with effect from 1st July 2014 will be issued by Ministry of Finance soon. Here after our focus will be moving on to next instalment of dearness allowance which will be paid from 1st January 2015. We just analyse the trend of Consumer Price Index with the past seven months AICPCIN to arrive the expected DA from January 2015.

Since 2006, the AICPIN has witnessed second highest ever increase in July 2014. In 2009 the AICPIN increased by 7 points from 153 to 160 in the month of July. After that, an increase of 6 points over 246 points was declared in July 2014. It is the second highest monthly increase on AICPIN records from 2006. See the table below…

What is the impact of this highest increase of AICPIN on expected Dearness Allowance from January 2015?

It is observed that when it was 7 points increase in July 2009, it influenced very much on increasing the rate of DA to be paid from 1st January 2010 and 1st July 2010. The rate of Dearness Allowance had been enhanced by 8% from 25% to 35% with effect from 1.1.2010 and 10% increase from 35% to 45% was declared with effect from 1.7.2010. Though there was no considerable increase after those 7 points in that particular 12 months from July 2009 to June 2010, the rate of DA had been reached 8% and 10% increase level for  successive two instalments.

From this point of view, it is quite obvious that this one month increase on AICPIN is enough to play a vital role to have a considerable hike in rate of Dearness Allowance for forth coming two instalments. So this 6 points increase of AICPIN in July 2014, we can expect, will have a profound impact on increasing the rate of Dearness allowance to be paid, not only from 1st January 2015, but also from July 2015.

Let us see the three probabilities of  AICPIN trend, through which we can figure out approximately the expected DA from January 2015

The Dearness Allowance from July 2014 will be 107%

All are expecting the June Month’s AICPIN to know the exact rate of dearness Allowance to be paid from July 2014. The expected Dearness Allowance  has been finalized by the AICPIN released by Labour Bureau today.

According to the release of Labour Bureau, the Consumer Price Index for Industrial workers for the month of June 2014 increased by 2 points and pegged at 246.

So the 12 Months Average AICPIN starting from July 2013 to June 2014 is 239.91

According to the above calculation the rate of Dearness Allowance to be paid from July 2014 will be enhanced by 7%

The Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 100 % to 107 % with effect from 1st July, 2014. Necessary order will be issued by Finance Ministry after the Cabinet approval. The approval of the cabinet may be expected by the first week of September in its Meeting.

மத்திய அரசு ஊழியர்களுக்கு 7 சதவீத அகவிலைப்படி உயருகிறது

மத்திய அரசு ஊழியர்களுக்கு ஒவ்வொரு ஆண்டும் ஜனவரி மற்றும் ஜூலை மாதங்களில் அகவிலைப்படி உயர்த்தப்படுவது வழக்கம். அதன்படி இந்த ஆண்டு ஜூலை மாதத்திற்கான அகவிலைப்படியை 7 சதவீதம் உயர்த்த மத்திய அரசு முடிவு செய்துள்ளது. இதற்கான அறிவிப்பு விரைவில் மத்திய மந்திரிசபை கூட்டத்தில் அறிவிக்கப்பட இருக்கிறது. மத்திய அரசு ஊழியர்கள் தற்போது 100 சதவீத அகவிலைப்படி பெற்று வருகின்றனர்.தற்போது 7 சதவீதம் உயர்த்தப்படும் பட்சத்தில் அது 107 சத வீதமாக உயரும்.

01.07.2014 முதல் அகவிலைப்படி உயர்வு எவ்வளவு?

மே'2014 மாத விலைவாசி உயர்வுக் குறியீட்டு எண் இன்று (ஜூன் 30) வெளியிடப்பட்டது. இதன் படி அகவிலைப்படி உயர்வு 106.17% ஆக உள்ளது. ஜூன் மாத விலைவாசி உயர்வுக் குறியீட்டு எண் ஜூலை 31 ஆம் தேதி வெளியிடப்படும். அதன்பிறகே அகவிலைப்படி உயர்வு எவ்வளவு என்பது துல்லியமாக தெரிய வரும். 

இதன்பிறகு அகவிலைப்படி உயர்வு பற்றிய நடைமுறைகள் தொடங்கும். 

ஆகஸ்ட் இரண்டாம் வாரம் அகவிலைப்படி உயர்வு பற்றிய பரிந்துரைகள் மத்திய அமைச்சரவை குழுவிற்கு அனுப்பப் படும். 

மத்திய காபினெட் இதுபற்றி முடிவு செய்து, செப்டம்பர் முதல் அல்லது இரண்டாம் வாரம் அதிகாரப் பூர்வமான அறிவிப்பை வெளியிடும். 

இதன் பிறகு அரசாணை வெளியிடப்படும். 

மத்திய அரசின் அரசாணையை பின்பற்றி மாநில அரசுகள் தங்கள் ஊழியர்களுக்கு அகவிலைப்படி உயர்வு பற்றிய அறிவிப்பை வெளியிடும். 

மாநில அரசுகள் செப்டம்பர் 2 அல்லது 3 ஆம் வாரத்தில் அகவிலைப்படி உயர்வு பற்றிய அறிவிப்பை வெளியிடலாம் என எதிபார்க்கப் படுகிறது. 

மாநில அரசு ஊழியர்கள் அக்டோபர் முதல் வாரத்தில் 3 மாத அகவிலைப்படி உயர்வு நிலுவைத் தொகையை பெறுவார்கள் என எதிர்பார்க்கப் படுகிறது.

01.07.2014 முதல் அகவிலைப்படி உயர்வு 7% அல்லது 8% ஆக இருக்கலாம் என கணிக்கப் பட்டுள்ளது.

மத்திய அரசு ஊழியர் மற்றும் ஆசிரியர்களுக்கு 10% அகவிலைப்படி உயர்வுக்கான அறிவிப்பு தேர்தல் தேதி அறிவிப்புக்கு முன் அறிவித்தாலும், அரசாணை கடந்த மார்ச் 27ம் தேதி தான் வெளியானது.

 இதையடுத்து தமிழக அரசு ஊழியர்கள் மற்றும் ஆசிரியர்களுக்கான 10% அகவிலைப்படி உயர்வு வழங்க முதல்வர் ஒப்புதல் வழங்கியுள்ளார் என தகவல் வெளியாகியுள்ளது. 

இதையடுத்து இன்னும் ஒரிரு நாட்களில் முறையான அரசாணை வெளியாகும் என்றும் அதிகபட்சம் ஏப்ரல் 10க்குள் அறிவிப்பு வெளியாகலாம் எனவும் தகவலறிந்த வட்டாரங்கள் தெரிவித்தன. அரசு ஊழியர்கள் மற்றும் ஆசிரியர்களுக்கு அகவிலைப்படி ஜனவரி 2014 முதல் 100% ஆக உயரவுள்ளது எனவும், ஜனவரி 2014 முதல் மார்ச் 2014 வரையிலான 3 மாத அகவிலைப்படி நிலுவை, ரொக்கமாக வழங்க உள்ளது எனவும் தகவல் வெளியாகியுள்ளது.

ஏப்ரல் முதல் வாரத்தில் 10% D.A தமிழக அரசு வழங்கும்.

தேர்தல் ஆணையத்தின் அனுமதியுடன் 10 சதவீத அகவிலைப்படியை அரசு ஊழியர்கள் மற்றும் ஆசிரியர்களுக்கு, ஏப்ரல் முதல் வாரத்தில் தமிழக அரசு வழங்கும் என எதிர்பார்க்கப்படுகிறது.
மத்திய அரசு ஊழியர்களுக்கான அகவிலைப்படி 10 சதவிகிதம் அதிகரிக்கப்பட்டு 100 சதவிகிதம் ஆக்கப்பட்டுள்ளது குறிப்பிடத்தக்கது.

EXPECTED DEARNESS ALLOWANCE FROM JULY 2014

         Recently the issue of 50% DA Merger has reached the peak of expectations. Though the central government knew this development, the govt has knowingly said nothing against or favor of 50% DA Merger. Its silence on this important issue simply added the fuel to the fire of expectation. After the Election announcement, the hope on 50% DA merger is now slowly eroding. Many central government employees Federations expressed their disappointment with 7th CPC Terms of reference and merger of 50% DA was not considered by central government. After this disappointment the central government employees are now getting back to their routines. So they have started thinking about what next..!

        As the rate of dearness allowance from January 2014 has been declared, the necessary order for payment of Additional installment of Dearness Allowance from January 2014 has to be issued by Finance Ministry. The enhanced rate of Dearness allowance will be paid w.e.f .1.1.2014. The enhanced rate will be paid with the disbursement of salary for the month of March 2014. The increase of dearness allowance became due from January 2014 to February 2014 will be paid as arrears.

Let us move on to ‘Expected dearness allowance from July 2014’

what will be the rate of DA from July 2014 ?

          The AICPIN for Industrial Workers for Seven Months from July 2013 to January 2014 have been released by Labour Bureau. The AICPIN for last two Months i.e December2013 and January 2014 have been declined by 4 and 2 points and pegged at 239 and 237 respectively. At present it is quite difficult to predict the trend of the Consumer Price Index for remaining 5 Months, as so many factors like election and policies of new government involved in it.

However, according to these seven months AICPIN, we have three Probabilities …

According to the AICPIN released till now, the above possibilities have been arrived. As per above prediction the expected dearness allowance from July 2014 will be from 103% to 107%

மத்திய அரசு ஊழியர்களுக்கு 10% அகவிலைப்படி உயர்வு

மார்ச் 1ந் தேதியிலிருந்து அமல் மத்திய அரசு ஊழியர்களின் ஓய்வு பெறும் வயது 62ஆக உயர்த்த முடிவு

புதுடெல்லி: மத்திய அரசு ஊழியர்களின் ஓய்வு பெறும் வயது 62ஆக உயர்த்தப்படும் என தகவல் வெளியாகியுள்ளது. இதற்கான அறிவிப்பு விரைவில் வெளியாகும் என தெரிகிறது. மார்ச் 1ந் தேதியிலிருந்து இந்த உயர்வு அமலுக்கு வரும் என மத்திய அரசு வட்டாரங்கள் தெரிவித்துள்ளன. தற்போது 60ஆக உள்ள ஓய்வு பெறும் வயதில் 2 வருடங்கள் அதிகரிக்கும் இந்த முடிவு வியாழன் அன்று நடக்க உள்ள மத்திய அமைச்சரவை கூட்டத்தில் எடுக்கப்படும் என எதிர்பார்க்கப்படுகிறது. 




ஓய்வு பெறும் வயதை உயர்த்துவது பற்றிய முழுமையான விவரங்கள் 7வது ஊதியக் குழு பரிந்துரையில் இடம்பெறும் என்று தெரிவித்துள்ள இந்த வட்டாரங்கள் அது வரை ஊதியம் நிர்ணயம் உள்ளிட்ட விவகாரங்களில் இடைக்கால நிவாரணம் வழங்கப்படும் என்றும் தெரிவித்தனர். இந்த ஆண்டு பிப்ரவரி 28ந் தேதியோடு ஓய்வு பெறும் ஊழியர்களுக்கு இந்த வயது உயர்வு பொருந்தாது என்றும் தகவல்கள் தெரிவிக்கின்றன.

இதனிடையே வியாழன் அன்று நடக்க உள்ள மத்திய அமைச்சரவை கூட்டத்தில் ஊழியர்களின் அகவிலைப்படியை 10% அதிகரிக்கவும் முடிவு எடுக்கப்படும் என எதிர்பார்க்கப்படுகிறது. இதனை தொடர்ந்து 100%ஆக உயரும் அகவிலைப்படியில் 50% அடிப்படை ஊதியத்துடன் இணைக்கப்படும் என தெரிகிறது.

இதனால் 50 லட்சம் மத்திய அரசு ஊழியர்களும், 30 லட்சம் ஓய்வூதியர்களும் பயன் பெறுவார்கள். தேர்தல் விதிகளை பாதிக்காது வகையில் மக்களவை தேர்தல் தேதி அறிவிக்கும் முன்னேர இந்த 2 முடிவுகளும் வெளியாகும் என தெரிகிறது.

மத்திய அரசு ஊழியர்களுக்கான 50% அகவிலைப்படியை அடிப்படை ஊதியத்துடன் இணைத்து வழங்குவதற்கான அறிவிப்பு, இந்த வாரத்தில் வெளியாகலாம்?

மத்திய அரசு ஊழியர்கள் மற்றும் ஒய்வூதியதாரர்களின் நீண்ட நாள் கோரிக்கையான 50% அகவிலைப்படியை  அடிப்படை ஊதியத்துடன் இணைப்பது சார்பான அறிவிப்பு கடந்த வாரமே எதிர்ப்பார்க்கப்பட்டது, ஆனால் கடந்த வாரத்தில் கூடிய மத்திய அமைச்சரவையில் இதற்கான எந்த அறிவிப்பும் வெளியாகவில்லை. எனினும் மத்திய நிதியமைச்சர் தற்பொழுது வெளிநாட்டு பயணம் மேற்கொண்டு வருகிற 26ம் தேதி இந்தியா வருகிறார்.

பிப்ரவரி 26ம் தேதிக்கு பின் நடக்கவிருக்கும் மத்திய அமைச்சரவைக் கூட்டத்தில் இதற்கான முறையான அறிவிப்பு வெளியாகும் என்று எதிர்ப்பார்க்கப்படுகிறது. அதேபோல் 10% அகவிலைப்படி உயர்வு பற்றிய அறிவிப்பும் அன்றைய தினமே வெளியாகும் என்று எதிர்ப்பார்க்கப்படுகிறது. மேலும் ஒய்வு வயதை 62ஆக உயர்த்தும் கோரிக்கையும் பரிசீலினையில் உள்ளதாகவும் தகவல் வெளியாகியுள்ளது. அதேபோல் மார்ச் முதல் வாரத்தில் நாடாளுமன்றத் தேர்தலுக்கான அறிவிப்பு வெளியாகும் என்பதால், அதற்கு முன்னரே மேற்காணும் அறிவிப்பு வெளியாகும் என்று எதிர்ப்பார்க்கப்படுகிறது. தேர்தலுக்கு முன் நடைபெறும் கடைசி அமைச்சரவைக் கூட்டம் என்பதால் பல்வேறு அறிவிப்புகளுக்காக அரசு ஊழியர்கள் காத்திருக்கின்றனர்.   

மத்திய அரசு ஊழியர்களுக்கான டி.ஏ.வை அடிப்படை சம்பளத்துடன் இணைக்க முடிவு..!

மத்திய அரசு ஊழியர்களுக்கான அகவிலைப்படியை 10 சதவீதம் அளவுக்கு உயர்த்துவதுடன் 50 சதவீத அகவிலைப்படியை அடிப்படை சம்பளத்துடன் இணைக்கவும் மத்திய அரசு முடிவு செய்துள்ளது. 

தேர்தல் தேதி அறிவிப்புக்கு முன் இந்த அறிவிப்பு வெளியாகும் என தெரிகிறது.மத்திய அரசு ஊழியர்களுக்கு ஆண்டுக்கு இரு முறை மார்ச் மற்றும் செப்டம்பர் மாதங்களில் அகவிலைப்படி உயர்வு அளிக்கப்படுகிறது. மார்ச் மாதம் அறிவிக்கப்படும் உயர்வு ஜனவரி 1 ல் இருந்தும், செப்டம்பர் மாத உயர்வு ஜுலை 1 ல் இருந்தும் அமல்படுத்தப்படும். கடைசியாக கடந்த செப்டம்பர் மாதம் 10 சதவீதம் அகவிலைப்படி உயர்வு அளிக்கப்பட்டது.

இதை தொடர்ந்து மத்திய அரசு ஊழியர்களுக்கான மொத்த அகவிலைப்படி 90 சதவீதமாக உயர்ந்தது. மார்ச் மாதம் தேர்தல் தேதி அறிவிக்கப்பட இருப்பதால் நன்னடத்தை விதி அமலுக்கு வருவதற்கு முன்பாக அகவிலைப்படி உயர்வை அறிவிக்க மத்திய அரசு திட்டமிட்டுள்ளது. இந்த முறையும் 10 சதவீதத்துக்கு குறையாமல் அகவிலைப்படி உயர்த்தப்படும். 10 சதவீத அகவிலைப்படி உயர்வு அளித்தால் மொத்த அகவிலைப்படி 100 சதவீதமாக உயரும்.

வழக்கமாக அகவிலைப்படி 50 சதவீதத்தை தாண்டினால் அதனை அடிப்படை சம்பளத்துடன் இணைக்க வேண்டும். அடிப்படை சம்பளம் உயர்ந்தால் வீட்டுவாடகை, போக்குவரத்து முதலான இதர படிகளும் உயரும். இதன் காரணமாக அகவிலைப்படியை அடிப்படை சம்பளத்துடன் இணைக்காமல் மத்திய அரசு தள்ளிப்போட்டு வந்தது.

தற்போது 7 வது சம்பள கமிஷன் அமைக்கப்பட்டுள்ள நிலையில் அகவிலைப்படியில் குறைந்தது 50 சதவீதத்தையாவது அடிப்படை சம்பளத்துடன் இணைக்க மத்திய அரசு முடிவு செய்துள்ளது. 50 சதவீத அகவிலைப்படியை அடிப்படை சம்பளத்துடன் இணைத்தால் 30 முதல் 35 சதவீதம் வரை சம்பளம் உயரும் என மத்திய அரசு உயர் அதிகாரி ஒருவர் தெரிவித்தார். இதன் மூலம் 50 லட்சம் மத்திய அரசு ஊழியர்கள் மற்றும் 30 லட்சம் ஓய்வூதியக்காரர்கள் பலன் அடைவார்கள் எனவும் அந்த அதிகாரி தெரிவித்தார்.
